You will see these circles on every page.  Why? 

Each page fits into one of the 5 categories listed above. You can tell where you are by looking at the circles.  The category you are visiting will have a bigger circle than the others.

More importantly, the Circles are one way to navigate around the site. 

Navigation is the same on every page.

First, if you click on one of the other 4 circles in the graphic, you will be taken to the top page of that category.

Second, you may click on one of the navigation buttons you will find at the top or on the left side of the page . The top buttons take you to web site functions, such as viewing the Table of Contents or Searching for words or phrases. The buttons on the left take you to other pages in your current category or to the top of another category..

Third, you may click on text links at the bottom of every page. This is particularly useful for people who use text-based browsers or decided not to have their browsers load graphics automatically. You will find a text link for each of the navigation graphics on the page.
